Losing players and needing a merge

I am losing players fast because of not many active players in pro and rookie.  If I kick the non active players there no promation.  Elite very active the regulated players don't to stay at pro as it hit and miss.

We  discussed can someone move the active players from a rookie into pro make it better my group of players.

Fine. After that, you can close the league and play with those who are in the elite. The league will be empty. Well done, keep it up! This is instead of letting the league manager do the player’s transition himself. With such events, people will stop playing at all.
