I don't think it is.
Every sport has one or two teams that will win more often.
Look at football. We all know that the champion will always be Juventus, Milan, Real, Fc Barcelona, and so on ...
Sometimes there is exceptions ( Leceister for football, Brawn GP for F1, ...) but it is what it is : an exception.
In that way every sport could be boring so i don't see the point in saying that F1 is boring. A 0-0 in football with no action on the field can be far worse than an F1 race with 2 Merc and a 1-2 finish.
Of course it's boring!! I mean you say every sport has one or two teams that will win more often, ok that's probably true in some other sports but at least in general it's not completely and utterly dominated by just one team and the same team over and over again. Dude the last two seasons in f1 everybody (who's not a Merc fan) had high hopes for someone else to win. It didn't happen!! This year instead of it improving and teams closing the gap to Mercedes it's gotten worse than ever before. It's even more predictable now than it ever was and when any sport becomes predictable of course it becomes boring also, especially F1 where the cars in the lead have very little action over the course or a race other than passing back markers or doing a fastest lap. Honestly, after the first 3 races of this season I find it hard to sit down to even watch the highlights such is the predictability and boredom of F1 in its current state.
