I’ve spent all my time in one league and have just won the Elite Championship. 

I am looking to change leagues. The one I’m in has not yet had the first race and the league I’m interested in joining in about a third of the way through the season. 

How is my team affected? Does my cars lose levels, so I join Rookie/Pro/Elite?

Is there anything else which negatively affects my team?

It doesn't matter when you leave a league, the design reset occurs when you join a league. It will cost you 1% of your bank balance to leave a league.

You will join your new league in the same tier as you were in when you left your previous one. The best time to join a league is during the break because in terms of design you will have a car which is more or less equal to everyone else. Joining mid-season is a big disadvantage and if you're not very careful will result in relegation. The later in the season you join the more difficult it will be to avoid relegation.

Kevin, I've seen examples of a bug when someone joins mid season. They're massively disadvantaged for that season, of course, but they start the following season with more points than anyone else 👍

I didn't want to complicate matters even further by talking about the next season bug. It's not supposed to happen and can be reset by asking the manager to join another league and re-join during the break after the cars are all reset.

Hi Kevin, this is true but unfortunately the vast majority of the hosts within the game are unaware of this bug and even those who are, are probably not too bothered or don't care either ways and so it goes unchecked. I understand this bug has been in the game for quite some time now and many players have had the unfair advantage of having a 16 point lead over their rivals at the beginning of a new season. If these players are very experienced managers with good knowledge and skill within the game it's going to be very difficult for anyone to have a chance of competing for the championship against them. I can appreciate the IGP staff are probably very busy of late trying to roll out this new update but I really do hope that this particular bug, which has been around for a long time now, is finally fixed and everyone gets a fair crack at the title!

Ok that's understandable, I just wanted to raise the point, wasn't sure how widely known it is 👍

And Marty, it is an annoyance but it does mean everyone else gaining more research on them, so it does eventually balance out somewhat

Does one have to join another league??? I thought the act of leaving and rejoining the league looked after this so called bug.... has that changed?

Yes, that changed last year June, here's the change log of that particular update. 
And yes, I agree on what you are probably going to comment on that 😉
