Turn off completely automatic promotion.  Let the league host promote the members himself.  If the leader of the league is not active, then let him stay in the group for the next season.

this has happened several times in my league, an elite member leaves the league at the end of season , I would like to bring up the 5th pro in the elite league but this is not currently possible, that's why a manual promotion could be a good idea if the élite league is not complete and if the 5th pro accepte it

I think this is easy to do.  Add buttons to the activity menu.  There is a remove from the league, add a promotion, add a downgrade.  Make it a condition to promote or downgrade only between seasons.

Not a bad suggestion but it also opens the door to abuse, toxic hosts demoting players for no reason or only promoting friends.

I agree.  Such hosts should be punished.  Or find a league with a good host.

Let them play with friends in a closed league.  This game is multiplayer and the host must take their responsibilities seriously.  Do you doubtfully agree?  If there is no trust in the host, then why are you in this league?

No need to completely deactivate automatic promotion/relegation. Hosts can do that for their league if they prefer no or manual only tier changes or use the automatic for convenience.

To limit abuse I suggested in an older thread it could require consent by both parties, host and manager, similar to the friends list.

IMHO one only knows a host is toxic from experience, thus when it’s too late.

On forum I regularly find messages about managers getting kicked for no reason, add manual promotion and these messages will multiply.

That’s why I believe the perils of manual promotion outweigh the gains.

Downvote, A league host could easily send his friend who hasn’t ever played the game and is a level 1 to elite. They could also if they don’t like a manager send them to rookie, this would be insanely abused and broken.

I'm sorry to hear that. In my league, the members are very good people. We have been communicating for many years, helping newcomers to quickly understand the game. I hear only good reviews about myself as a host.

But not everyone is as lucky to have a good host like you, Igor. Unfortunately

Tbh i think it would be a good idea. Yes ok it could be abused but so can the kick button!
Maybe to try and get rid of toxic hosts you can make a system that involves other players voting  if they feel its fair for the manual promotion/relegation to happen. (This would need to be a % rather than  set number as all leagues have different amount of players)

And what prevents others from finding a better host?

I don’t know but judging on the forum messages, managers just don’t

So this is not a problem of hosts and leagues, but of the managers themselves?

Yes but you can’t make a certain player go somewhere else, they need to do that themselves. All you can do is advertise your league on leagues subforum.
