Why do i not get token back used on a action?

As per your guide tokens used on a unsuccessful action will be returned 

Please advise when will we be able to Generate CD on own Academy

Hello,
The update mentioned by Jack in the Announcement sub-forum has not arrived yet. This means that for now, tokens are still lost if you lose an auction. 
You will be able to generate your own staff in your academy once the Headquarters overhaul happens - there has not yet been an official confirmation of exactly when this will happen other than what was written on this thread last week.
