What did you try to do?
At the start of every race the setup allows for how many stops and fueling. When I press to 4 stops and back to 3 stops it gives an automated laps of fuel ie 60 laps, 3 stops, 20 laps of fuel each.

What happened instead?
When I actually open up the fueling setting it then says it's only ie 15 or 16 laps of fuel. I then have to put in 20 laps of fuel for every pitstop but in the race the pitstops keep getting put back further and further until I finish the race with 5 or 6 laps left in the car.

It's the fuel gremlins I tell you!

Many years ago, when iGP was still a small project, a famous manager was frustrated at his league. No matter how hard he tried, he could never win the championship. It was an honour few had achieved, and one he was desperate to add to his collection.

So desperate was he, that after a stormy night and a thrown 1-2 at the Nurburgring, he finally cracked. He found his way into the forbidden iGP archive and stole 1 book; Under/overfuel your enemies. This cursed book had been sealed away years prior to save us from the one terror that could bring championship hopes crashing down.

Once he returned to his home, he swept the dust off the moth-bitten tome and turned to the first page; as he did so, the page shone with a dark purple light, and a cackling emerged. Terrified, the manager tried to shut the book, but he could not. The spirit of the fuel gremlins had been released into the world once more.

From that point, fear reigned supreme through the ranks of iGP as fuel levels were no longer safe. The gremlins, lead by their chief Whino Fool, pillaged the fuel tanks of many a manager, causing every race to end in cars crawling to the finish line, or overfueling so much that their tyres would explode from the extra laps.

Knowing that they must do something about this, all the hosts of iGP gathered together for one last stand. They fought a valiant battle against the gremlins, losing many to the cause, but were able to decimate their ranks. But for all their effort, Whino Fool was nowhere to be found. The battle had been won, but the danger had not passed.

Some say Whino Fool appears in races from time to time, causing havoc wherever he goes. But he is ever as silent as a ghost, and I fear he will never be caught. Years went by, and rarely was there a substantiated claim of a gremlin in the land of iGP, meaning the memory of the gremlins passed into legend. Many were grateful, glad we had passed the dark times of our history.

But on one rainy night in the middle of October, Bam Bam made a shocking discovery:
The gremlins were back.

In all seriousness though man, you're probably overfueling because you're going off the iGP estimate and then putting in extra to be safe. The in-game estimate is very overcompensating, so actually something like 15.4-15.8 for 16 laps can be fine. The best way to do it is to take the fuel usage from practice and then multiply by the number of laps you want. 
Then round that number up (So 35.6 litres would mean put in 36, or 37 if you're going to be using a high push level) to get the ideal fuel for each stint. Even if iGP says it's underfuelling it won't be unless you calculated wrong or changed the FE after practice.

I know a manager who had a similar problem. in his case he kept running out of fuel, probably because he had a qwerty calculator (his fingers are azerty-orientated).
