Did you set up Advanced Strategy?  If so with what tyres?

It happened a lot of times so it happened to setup advanced on a few races and on some not. On advanced I always prepared it to pit for wets when it's 3mm and higher and on strat I also set wets on every stint. And it turned to inters! 
(it was already at 3mm+)

You say it happened a lot so you need to be a bit more specific if you want it investigated as a potential bug i.e
 Which races are you querying?  You are 12 races into your season and the last 2 rain races Malaysia (race 8) and Singapore (race 9) you started on wets.  Only race 1 & 3 show you starting on Inters.

Looking at you comments on how you set Advanced Strategy while it may not be the reason for your issue you don’t seem to fully understand how it works ( starting on wets and setting advanced strategy to wets <3mm is unnecessary doubling up which limits your flexibility. If it stops failing before the race starts you are risking starting on the wrong tyre (on tracks like Malaysia, and Singapore the track can dry quite quickly.) and the way you have set Advanced Strategy gives you no options to change tyres once you are on the grid.  Take a look at the attached guide

This has happened to me multiple times. 

I agree with what Dick said. The advanced strategy is very useful, although initially not very understandable. Just think that the first setting of the advanced changes the basic strategy (it should implement it, instead replaces it completely). Example: if you set the basic strategy exclusively with W, but in the first advance you set the i with water greater than 0 mm, the game will always mount you only tires I.
I am not saying that this is the problem, what can be done is to see, in the future, what will happen if you leave the advanced strategy deactivated
