How much time does a liter of gasoline cost?

and what is the maximum amount of fuel to give?

We are in ever beginner league with level 11/12

For best performance, don't fuel above 40-45 litres (past that it is faster to run 2 short stints on a softer tyre).
One litre of fuel doesn't have a definitive time cost as it varies by track and external conditions, but usually you will run fairly comparable pace with ±3 litres of fuel. Past that, the differences in pace will be noticeable (0.3-0.5 per lap, or more)
