This might not be a bug, but I'm looking for clarification. I recently had a race where it started raining right before or during qualifying. Most of the cars, including my 2 cars, qualified on dry tyres and were significantly slower than a couple cars that qualified on intermediates. At race time one other team and myself came out on Wets, most of the field on Intermediates, and a couple cars came out on dry weather tyres.

I had a dry weather strategy saved and had my advanced settings set to put on wet tyres at 3 mm. When the race viewer loaded, the water depth was only 1.7 or so, and my guys were sitting on the grid in Wets. What I want to know is why they didn't come out on either dry tyres (per my strategy) or Intermediates, since the water was not yet to 3mm. Is this a bug? Or just how the advanced settings are supposed to play out? Do the tyres selected in advanced settings become default wet weather tyres even when the depth condition has not been met? Or is this a bug?

This sounds very similar to a bug about this...I will have to verify with Jack if this the intended effect.

I spoke with Jack a while ago. This is what I can confirm by quoting from your post:

The tyres selected in advanced settings become the default wet weather tyres even when the depth condition has not been met.

Which is consistent with what I've experienced in the past in the old format of iGP Manager...just had to double check.

More needs to be done if safety cars & crashes are going to come.
5mm of water and offline managers are still scooting about on inters, if they don't all crash out on the one lap the races will last for hours having a crash every lap the safety car isn't on the track.
