All of this sounds great but at the end why do I feel robbed?!
I had relatevely good designed car and now I got some design points at 1 (read one) after changing league while level cap is 80!
You must be kiding me.
I definetly feel cheeted and how can I be competitive after all.
I am sooo disapointed with this.

Well, you jumped leagues twice and that outcome was to be expected. You entered the new league, you got your correct car but since it was at the very beginning of a season you got no points into the development pool. You didn't do any races there so no points here as well, so as you changed back your development pool was empty and that shows your current car.
Now what you could try would be another double, but this time first into a league which season is close to its end, preferably with only one race left. You'd get the development points according to the number of races they already did and when you change back into your current league your car will be close to the normal state.
