League hosts should be given enough control to manage their league (being able to kick managers in a timely manner for various reasons brought up by others on this thread so far). I also agree league hosts should be held accountable for their governance, but I do not agree with restricting a core function of league hosting, i.e. kicking managers in a timely and convenient manner, as a way of preventing league host abuse as this gives rise to various issues in the way upstanding league hosts are able to manage their league.
While I understand it is frustrating to have to deal with abusive league hosts, there are many leagues in this game where league hosts do their best to take care of their leagues in a positive and effective manner. A lot of the challenges that come with league hosting, whether it's kicking inactives quickly especially in rookie (whether they've logged in within 48 hrs), kicking multiple teams managed by the same manager, swiftly removing disruptive or badly-behaving managers so that the league will not be inconvenienced much further, will only be made harder with this new change, and the league as a whole will be left to suffer as a result, having to wait much longer for necessary changes to be implemented for the benefit of the league. If all of this would now have to go through the iGP staff or mod team, I think there would be disproportionately more threads/messages by league hosts requesting kicking of "active managers" for various reasons whether it be fundamental, day-to-day league management or reporting disruptive players, compared to the amount of threads/tickets reporting abusive league hosts. There are more managers, more accounts, than there are league hosts.
Members of a league who feel unfairly treated by a league host (kicked out from a league because of petty disagreements, disagreements with votes, host kicking out competition without warning) should be encouraged to contact the mod team/staff, send a ticket to iGP, or make a new thread on the forums bringing attention to these abusive league hosts. They should be able to have convenient access to support should direct communications with their host fail to reach a desired conclusion. I understand it is frustrating to be robbed of for example a championship due to abusive league hosts, but rather than pin the host's behavior as being enabled by the kick function, the blame should be pointed squarely at the individual host's abusive behavior and unsporting attitude. I thus believe it would be more constructive to call out abusive or disruptive league hosts and punish them, rather than restrict or remove the functions from all hosts. Managers with a history of abusing their position as league host could also be banned from hosting leagues in the future (though with how easy it is to create multiple accounts, I definitely do not claim this is a great deterrent).
Also, while I've never managed a league before, I believe there can be something like a tooltip when the host uses the kick function, warning them not to use it for abusive or underhanded purposes, have a short list of actions that give examples of what are proper uses of the kick function, and what are improper uses. When a manager has been kicked, there can be something in their email notifying them where to reach out for support should they believe they've been unfairly kicked.
EDIT: Perhaps make it so that when league hosts kick a manager, they have to type in a reason for kicking them, or with an option to select from a dropdown list of reasons to kick managers for the host's convenience. When the kicked manager gets their email notifying them they've been kicked, they can see the reason their host had given for kicking them.
May not be completely relevant to the topic, but I like many have some ideas for functions that could help league hosts to perform actions that suit the needs of the leagues they manage, and perhaps lessen their need for the use of the kick function should iGP really want to clamp down on its usage. I feel that rather than taking control away from hosts, hosts would be happy to have more functions regarding things like setting custom rules (custom tyre compound rules for each tier, set min/max level caps for each tier, set reputation caps required to join each tier, etc.). For custom tyre rules, rather than punishing managers for not complying with custom tyre compound rules, make it so the system mandates that they use 2 (or more) compounds when the race stays dry, even by default. Also, things like level caps and reputation caps could go far with filtering managers able to enter a league, lessening the need for hosts to manually kick players who do not fit the competition their league is aiming to get. Things like kicking multiple accounts by same manager, enforcing others league rules, removing disruptive or toxic players, would most likely still require the kick function, however.

Including the reason for the kick and sending the message to the kick is a great way out.
I believe that the amount of abusive hosts is very low near well-intentioned hosts.
We who are dedicated to doing a good job in the league, we will be the biggest losers.
On the part of including specific rules in the configuration of the league, I think makes it fairer, but more mechanized. Managers with punctual problems can be kicked out without the host and league wishing.
