Changes to when League Hosts can kick players

Instead of only kicked from 1 league they can then straight ban account.

I don't know what people's issue is with semi-active people who not make Setup. They not say bad things in League Chat and are easy to beat on track.

The issue with semi-active people who don't setup is that they are taking up space in a league and you can't really kick them because that's kind of unfair

The league host should have the ability to dsq drivers who don’t comply with the set rules.

If league hosts send out a copy of their leagues rules and get members to mail back saying that they agree to abide by the rules or face the appropriate penalty,  that should be enough to protect both hosts and members. 

If a manager logs in but doesnt complete strategy then they should be kicked
