Was there an announcement for this recent change?

I think most of us are not aware of this change in mid-December 2019

AFAIK Jack fixed the bug on December 2nd. I was told about it by a Senior Mod who appears to have a direct link to Jack.

Seeing as the last Blog is dated 31st October and the most recent Changelog is 20th November and both of these predate the patch I don't believe an "Official" announcement was made.

However, to be fair it was a bug fix not a change to the logic. It now works as it should always have worked.
