As said, Google Play or App Store are the ones who decide the age rating. Age rating is something that you can take as guidance. The last word is always up to parents!
That's not true at all. The game owners are the ones filling the surveys to generate the rating at both Google Play or App Store. So the responsible thing to do is to redo the surveys and generate an appropriate rating. If you lie in the survey and say that there is no violence, gambling or sex in the game, obviously you will get a Pegi 3 rating.
I'll take your word for it but if it's true that's ridiculous. It doesn't imply that the rating is the public's at all, neither would anybody assume it was.

You do have to say, why wouldn't you want people under 17 playing the game? Makes no sense, it's car racing!
The game in the advert that you were talking about is rated 17+, not iGP.

I was talking about the Grand Mafia game in the advert being 17+. I don't know where you got that iGP was 17+.
Right.. The Grand Mafia 'game' is rated 17+. iGP is PEGI 3. ADVERTS are a different thing from the "game", either iGP or Grand Mafia. You need to get hold of the creators of the advert, or the advert provider, and ask them how they deal with advert ratings within the media they are displaying it on, if they even have any at all.
