Any chance of adding some more CD's and TD's into the market?

Is it just me or has the transfer market gone a bit stale again? The same staff cycling through for days on end because nobody wants to hire them. It's getting to the stage where I dread levelling up. I recently levelled up to 17 and as a result my CD went from 4.5 to 4 stars, I've been scouring the market for weeks and can't find anyone to hire. Replacing my four star CD with good strengths/weaknesses with a five star CD with the wrong strengths/weaknesses would be a bad move.
By the time a manager reaches higher levels they have enough experience to be very selective in who they hire so we end up with the same unwanted staff cycling around blocking the market. How about putting a limit on the number of times a staff member cycles through, after which they are discarded and replaced by a newly generated member of staff?
BTW, we very rarely see any 5 star staff.

That's the same for me, when I said very rarely what I actually should have said is very, very, very, very rarely. I think I saw one months ago, probably a CD with strength cooling and weakness acceleration.
