Banning people is never as easy as it seems.
Do we just ban league hoppers or anyone else who doesn't play by some arbitary rule.
How do you define 'league hopper - after how many changes?
How long do you ban them for?
What if they have subscribed?
Do they get their money back - and if so, all of it or just part of it.
etc etc - I could go on at great length.
I think the devs have enough to do without creating more work.
And how do you know someone is not still testing the system (in more ways than one)?

[*]Subscribed or not, subscription is a renting system, you dont own the account, you are it's user. They can terminate, suspended, end, alter your account to however they see fit.

This would be best managed by moderators, not the developers. Developers can set the lines, Moderators makes sure nobody walks them or goes over and walks again.
