I was using work WiFi. Didn't seem to have any problems with the rest of the game. I'll try different connections next time I see a good buy and see what happens

I'd like to say I found the culprit. Your workplace's firewall is likely blocking the port number the Auction system operates on.

^ This. The Auction system operates over real-time connections on ports (to conduct live auctions) and is not just a simple request for content or a ping, it's a live stream of data. This kind of thing is usually blocked by strict workplace firewalls.
