The 80% design cap rule
The purpose of this rule is to prevent a manager starting the season or joining part way through the season with a highly developed car. Ie: above 80% on a sliding scale.
At the start of the season all managers will be checked to see the level of development on their cars. In the event that the average of their parts exceeds 80%, that Manager will be required to perform a pit stop at the end of lap 1, for each race where they exceed 80% by multiples of 3%. Any manager joining part way through the season will have the same penalty applied.
For example, if at the start of a season a manager had 88% development, they would be required to stop at the end of the 1st lap for the 1st 3 races. If a Manager has an average of 81%, they would be required to stop at the end of the 1st lap of the opening race only.
If someone joins part way through the season, the penalty will be on a sliding scale. For example, someone joins after the 2nd race with a 88% developed car, they need to stop at the end of the 1st lap for their 1st race only.
The sliding scale reads:
< =80% No penalty
< =83% 1 race pit at the end of the 1st lap
< =86% 2 races pit at the end of the 1st lap
=100% 7 races pit at the end of the 1st lap
etc.
The scale for someone joining part way through the season:
Joining after 1 race - <=83% no penalty – 1 race per 3% or part thereof.
joining after 2 races - <=86% no penalty – 1 race per 3% or part thereof.
Joining after 7 races - <=100% no penalty
etc

Would love to see this happen. Promotes actual time and dedication in working your way up not sitting back and waiting for a season before walking it with an 100 percent car.

Just being curious here; how will you check their design percentage?
And if the top league of the game needs such a system, doesn't it prove the game is flawed?

There are always things that can be improved upon during the lifecycle of any bespoke software & the non-bespoke too actually...eg. anything by Microsoft.
We are trying to prevent the situation where someone joins with a highly developed car & wins the championship by miles. They can then also have a highly developed car in their 2nd season too & whilst we are reluctant to bring in any level of bureaucracy, it is going to be difficult to retain the best players if the best they can hope for is 2nd place.
Since we haven't yet solved the problem, the rule is at best, work in progress
