I have been told that the maximum of races in a season is changed to 15... Can somebody tell me whether this is true, as I can't seem to find it anywhere.

Yes, this is true. (Although this is temporarily and work is ongoing to allow custom season length).
You can find the announcement in Jack's blog or in the Dutch translation.
