I have been training an 18 year old Talent 20 driver from my academy and have got him to minimum weight and 20 across the board for all attributes except Experience which is currently at 3 and will only begin to go up when I start to race him. At the moment his overall level is only 18 and he shows as 4.5 stars against my manager level of 18.
My question is, if I race him and his experience rises will his overall level also rise so that he becomes a L20 driver when experience gets to 20?

Is level 20 the max level for a driver? Also attributes?

From what I have seen experience does count to overall driver level (and star rating). As as you race him or her their exp will rise and their star level will rise etc.

Its why I dont race my drivers till the are 20 across the board, low exp means lower stars which means faster training.

How to identify old IGP drivers

Old as in their age? It's under attributes on their profiles.

Look at the "Stats" tab in their profile. If they were contracted to a team before the middle of August 2016 they must have existed in the old version of the game.

Hey kevin :) The problem is with their Weights. A pilot with 1.95 and 70kg is thin as hell. Indeed, a pilot with "all 20" attributes, and this weight, is close to his edge of performance. But a 1.50 with 70kg is a "fat" one. So, he is not at his edge of performance, even with "all 20 attributes". He needs to burn some calories, training his physical attribute. Makes sense to you now? (sorry for my bad english)

See ya :)

We are all aware that a 51kg male driver or 46kg female driver between 175cm and 200cm can't feasibly maintain that in real life.

We just ignore that until the developers decide to make those driver height and weight relationships a bit more realistic :D
