keep the rule we had in place before, i don't evn know why this needed to be remade because someone couldnt connect due to an issue their end.

3. In the Elite tier, you should not be starting a new season or joining with more than 80% car development.

Rookie: Josh Stuckey took both titles with 14 wins & Xavier Cloud is also promoted.
Pro: Chris Louth took both titles with 12 wins & Matteo Capriotti is also promoted.
Elite: Adam Gosling took both titles with 5 wins, just beating Jeffrey Wolff for the teams championship by 4 points. They both receive 100 ranking points & remain ranked #1 & #2.

British Racing League – Elite Tier – Season 28 Review
I reported last season that there 2 teams who were dominating & I would love to tell you that things have changed, but they have not. Jeffrey Wolff's Young Chrome (YC) & Adam Gosling's That Slow Much Luck team (TSMLT) were in a different class from the rest & whilst others won races, no-one else was consistent enough to mount a serious challenge. We broke some records this season, 12 different drivers won a race & both titles were won with the fewest points, the drivers title by less than 200 points. Qualifying was once again of paramount importance; 10 times the winner came from pole (another record), 3 times from 2nd, twice from 3rd & twice from 5th. Further evidence of this is that the drivers champion had the lowest average grid position including 7 front row starts.
The chasm between Pro & Elite was evident again. The two promotees, who managed 10 wins between them on their way to promotion, didn't score a point; their best finish was 17th. Our Pro tier is the highest rated in the game & there are some experienced players there, Richard Johnstone for example, who won 2 teams titles in Elite not so long ago. But I wonder whether there is a wider issue here? For the time being all we can do is monitor the results. I hope that Pete & Tom will not be put off by their time in Elite & will have gained some insight with a view to promoting again.
Weber (TSMLT) hit the ground running at Australia taking pole in the rain. Despite the puddles the top 24 on the grid were separated by only half a second. The rain stopped on lap 6 only to restart on lap 32, but Weber managed the changeable conditions best & took the win by almost 8 seconds. De Souza (YC) was up to the task too finishing 3rd from 19th on the grid. Aalto for Zvezdan Tepp's Lada Racing Blue (LRB) was on pole in Malaysia & he too converted, winning by an astonishing 16 seconds; the largest margin of victory all season. Clifton Cairo worked a miracle here, Cooper from his Sonic Boom GTI team (SBGTI) qualified last of all, albeit on the hard tyre, but managed an incredible 6th place. Surely the drive of the season.
De Souza kept up the trend winning from pole in China & Cooper was at it again coming from 26th to 4th. Bahrain showed how close the qualifying is, the first 24 on the grid were covered by half a second & Wood (YC) came from 5th to win. Weber had her 2nd victory of the season from pole again in Spain & with Klein starting on the hard tyre the team took a superb one two finish. Monaco always has a close grid but 0.89 covered the entire field. Weber was on pole again & shared the front row with Ilic from Neil Robinson's Nudist Wispa Gold Racers (NWGR) who started steadily following Weber until she stopped on lap 17. Once passed though he was on fire, leading every lap from there & winning by almost 14 seconds.
Williams from Bruno Sousa Ferreira's Ferreira Racing (FR) was the next to take pole & the win in Turkey. Weber started on the hard tyre in 20th & came through to 6th, another brilliant drive. Great Britain had the closest finish of the season, Wood just holding off Goodway for Jason Lee's Polska Moznosc (PM) by 0.776. In Germany TSMLT locked out the front row, Weber was strangely off the pace ending up a confusing 15th, but Klein was on hand to take the spoils.
Last season saw a significant difference between the 2 half’s; it didn't look likely to happen again. So at the mid-point of the season the classification was:
Drivers: Wood (YC) 119, De Souza (YC) 86, Weber (TSMLT) 79, Ilic (NWGR) 59, Klein (TSMLT) 53.
Teams: Young Chrome 205, That Slow Much Luck Team 132.
Reiss (PM) joined the pole & win club in Hungary, a feat he repeated in Spain (Europe). Moustaoui from Josh Brain's Brain GP (BGP) was 2nd on the grid here & went one better in Belgium with pole. Weber was 2nd on the grid & was soon into a lead she did not relinquish. Weber was qualifying brilliantly & was 2nd on the grid & 2nd again in the race at Italy, where Niemi from Lewis Goodway's Follow Me On Twitter team (FMOT) took pole & the win. In 4 races Adam had closed the gap to 7 points & had the momentum. This was the classification:
Drivers: Weber (TSMLT) 146, Wood (YC) 132, De Souza (YC) 96, Klein (TSMLT) 79.
Teams: YC 232, TSMLT 225.
In Singapore Walker for Alin Costrasuc's Relentless Rusteze (RR) joined the pole & win club. Jeff had his pair in 10th & 13th, but Adam took the lead with 3rd & 5th. In Japan Laci (BGP) took pole & the win & the situation for the title contenders was reversed; Adam managing 8th & 9th, while Jeff was 2nd & 5th. Jeff held a slender lead of 5 points going to Brazil. Laci was on pole again, but it was Adam's Weber who took her 4th win of season. Jeff managed 3rd & 5th & Klein came from 17th to be 8th. That victory gave Weber the Drivers Championship, her 1st, the teams 4th.
So the top 2 ranked players in the game entered the final race of the season with Jeff leading by just 1 point, but he did not get the qualifying he hoped for. De Souza was 7th, but Wood was all the way down in 17th. Adam on the other hand was much happier, OK Weber was 6th, but Klein was on the front row in 2nd. Glock (FMOT) was on pole, but it was Mand from Edwin Smith's EJ Technical Motorsport (EJTM) who was into the lead from 3rd before the end of the 1st lap. Mand went on the lead almost the entire race, but it was the battle behind that everyone was watching. Wood began making headway from the start & was quickly into the top 10 & he went well finishing 5th. Weber managed 4th but De Souza was held up by Mand & began to fall back into the clutches of Klein. If the flag went out now, Jeff was the champion. Klein was getting nearer though, Lap 44, 1.7 seconds, then 0.8, & then he managed to get by. De Souza was right behind, but Klein had a tenth here & there & the result was sealed. Adam took the teams title by 4 points, his 4th; a sensational end to the season.
The final classification:
Drivers: Weber (TSMLT) 195, Wood (YC) 162, De Souza (YC) 145, Klein (TSMLT) 120, Laci (BGP) 95.
Teams: TSMLT 315, YC 311, PM 170, BGP 169, LRB 121, NWGR 111.
I spoke to Adam. What a superb last race, tell is about it.
“For sure it was an insane race. I managed to get a 100% car for it. In the last stint Klein flew, he caught De Souza & had enough Kers to make a successful pass just a few laps from the end.”
You must be delighted to win.“For sure. this is my 2 Elite Championship, so I am happy about that. I have had a couple of seasons where I didn't get much luck with qualifying, so for sure it's nice to get start nearer the front.”

I've been racing dots in this league since June 2012 & I won my anniversary race. I follow F1 & Ipswich football club & other than that I lead a fairly average life.

I spoke to Jeff about his season. Tell me about that final race.
"For sure I didn't have the qualifying I hoped for. Wood was in 17th place and de Souza in 7th, Adam's was much better. For sure it was going to be hard but nothing is impossible. During the race it turned out really well for me Wood took a solid 6th before the last stint and De Souza was closing in on Edwin's driver that was in the lead. In stint 4 it all went wrong though. I couldn't get De Souza passed Mänd which was defended really well by Edwin (Thank you). I lost a lot of kers and time trying to to overtake him which allowed Klein to close in on me. I wasn’t really worried about trying to overtake Mänd because Wood took 5th place and that was enough for me to win the championship. But then the final pit stop on lap 46 was slow. I lost crucial tenths which meant I was too far behind to get DRS from Mand. I didn’t have much kers any more so I wasn’t able to defend against Adam's attack. After Adam over took me in the drs zone I knew it was over cause he had way more kers left then I did." Thank you Jeff.

Just to clarify.....No-one is expected to attend every race.
Indeed as long as you keep your account active, you don't need to attend any of the races.
Obviously we would prefer if you did attend, but it is not a prerequisite of remaining in our league.

1. As I previously stated, Sam does not have a car advantage anymore. So with the advantage he did have, he scored 12 points. I doubt this will affect the outcome this season.
2. We have to be consistent in the application of any 'rule'. I do not recall anyone complaining about Jason's car last season. He was open & honest about entering the league with a 100% developed car. What sanctions were called for then? He had 11% over Sam. We cannot pick & chose who any rule applies to. Since you are asking for Sam's advantage to be addressed, how do you propose to deal with Jason's advantage from last season?
3.This rule relies on honesty & integrity. We cannot be subjective about either.
4 We have never agreed the process for dealing with anyone who contravines this 'rule'.
5. At the risk of repeating myself......we went around this last season with the '15 minute rule'. I requested your views & received just 4. At that time there were 47 people in the league. It seems to me that some of you are very happy to complain about what you see as injustice, but when asked for suggestions to remedy the situation you have none. This is your league, I just run it. Without your input about the application of any 'rule' I proceed as best I can. Complain if you want to, but please include your comments about how to deal with the situation differently.
