Maybe there's been a misunderstanding. I'll try this question: if a level 25 (xp) manager has the technology building at level 25 (DRS), and another level 35 (xp) manager has the building at level 30, which of the two will have the more effective DRS?
The difference now lies in the fact that level 20 managers no longer have a level cap for their buildings. A level 20 manager could have level 40 buildings, while a level 40 manager could still have level 20 buildings. In that case the level 20 manager would be stronger.
Lvr is correct. Aldo, I think you've misunderstood, the HQ buildings are still relative to the manager level, but the act of keeping everything upgraded to 5-stars is what determines performance level, essentially.
Ah okay. But my buildings are on par with my XP level and they’re not at 5 stars. They’re showing only 3 stars and on my other account I am level 24 and could start an upgrade for a building in the HQ to level 25. This is what confused me.

have you maybe overlooked my message? The way you describe the situation it seems like if I’m a level 24 manager and my buildings are at level 24, then I should have 5 stars. But it’s not the case. My buildings are level 24 and have 3 stars and I could start the upgrade of a building to level 25 although I’m level 24.
Just want to understand it fully.
